it's a start

Now where's the money being pulled out of interdiction strategies in the Middle East?

If all it accomplishes is the end of DARE programs and the start of drug testing drug-using offenders and the removal of pointless legal restrictions upon their release from prison/jail/rehabilitation, then this is light-years of movement forward from the federal perspective of drug enforcement laws (I'm also pretty sure the "drug market intervention program" is more or less what Bunny Colvin did in the Wire, moved it off the streets and out of sight). I'm sort of curious to know how it gets passed into law or regulatory enforcement however.

Because that may mean it won't actually happen.

It's already fairly obvious from that leak and link that some interested parties don't want it to happen.
