Or at least, that's more or less the level of concern I have with behavior like this.

From the state. Not the terrorists.

I suppose it is natural and sometimes entirely sensible for police to attend or attempt to infiltrate subversive movements, but vegans? Or people protesting police brutality? These are the serious threats to public order, safety, and security?
