finally...?

old ideas take time to work in

This sort of idea, earnings based educational loan re-payments, has been around a long time. Milton Friedman was where I first encountered it, and that was written about 50 years ago. Eliot Spitzer recently wrote an op-ed about it (about 6 months ago). So it's sort of like the political equivalent of the upside-down ketchup bottles.

Why the hell did it take so long? No idea.
